Leaking wall tap to toilet - how to fix?

Yesterday, my toilet could no longer flush and the water pressure from the taps in my home was low. Reported to management office, they sent a technician. He did some checks, and in the process in turned off and turned on a wall tap in one of the bathrooms. Later he confirmed someone had turned off the water supply for my entire floor due to some issue with the piping and that it would be resolved soon. Eventually, later that evening everything was fine. Except it wasn’t. I didn’t realize it immediately, but now, this tap is leaking. It’s very small amount, but it is a continuous leak. We’ve never touched it in all the years we’ve lived here. All the technician did is turn it off and then back on. He didn’t touch anything else in my home and I was with him at all times. How do I fix this leak? It is leaking with water seeping out from where the tap is protruding out of the wall. I am certain this happened after this incident and the leak was not present before that because the toilet is a dry toilet but now there is a puddle there. How big or small of a job is this? I don’t feel comfortable letting it just be, for fear of damaging the inside of the toilet walls etc. Your assistance is much appreciated. This no way about it. Have to hack the tiles and change the stopcock.
Happen to my unit also.

Hacked off 2 pieces of tile and the mortar beneath to get to the stopcock. Then change a new one. In my case, it's my shower stopcock.

You can either:
1) open it back to maximum open
2) replace the cartridge or rubber component inside the tap (first, you need to close the supply to your unit at water meter side).

try tightening the nut around the stopcock (wall tap). if still leak you my need to change it.. go hardware shop have 2 sizes, best you bring your own. make sure off the main. or just buy 2. not easy to change btw.
if the leak is at stopcock is good news, just need to hack a bigger hole and change stopcock. if leak else where you will need to do a bypass.. means pipe runs outside the wall instead of the original in the wall.

First "plumber" came and replace the knob for me. same issue, leaking. charged me rm50. Another more trusted cina plumber told me must hack and replace from inside. Arrange his indon worker do it. RM800. problem solved.

As other forumers mentioned, it might be the cartridge or rubber problem. You need to open it first to check the size, and find the correct ones to replace.

basic plumbing is about available parts. just go google stopcock parts or valve or find in e-shop for replacement. professional plumbing is different level and takes experience.
my apartment had a leak in the wall, took 5 plumbers and few months, and working with building management to get it diagnosed correctly. the default so called plumbers will say water proofing or bypass. you listen you die.

Haih... oldschool style of plumbing. All the important parts buried in the wall so simple task of changing the rubber seal also becomes nearly 1k to fix. Sometimes open the tap to max may stop the leak. Just try it first before doing anything else.

I think normally the leak is water coming out from cartridge stem (the rod that rotate when you open or close tap). It has nothing to do with the rubber inside the valve which when damage, you cannot closed the water properly thus keep coming out from the tap. There is an o-ring that seal the water from coming out through the stem. You just need to tighten the small nut that is visible from top (where the stem enter the whole assembly). This will press and expand the o-ring and stop the leak. If too tight, it will be hard for you to turn the tap. So, just tighten it just enough to stop the leak.

Hacking and replace parts plus tiles
He charge me lum sum 800
