21st November 2024 – (Hong Kong) In a major operation spanning Hong Kong, Macao, Singapore, and Japan, law enforcement has dismantled a sophisticated cross-border prostitution ring, resulting in the arrest of 65 individuals, including 11 key operatives. Among the arrested were Japanese adult film stars employed to attract clientele, with some reportedly holding fan meetings in Hong Kong that commanded fees of up to HK$150,000 per session. The group utilised “mystery rooms” set up in residential areas, exclusively catering to returning customers, generating an estimated annual income exceeding HK$20 million.

Authorities also disrupted another network controlled by organised crime, which was renting residential units to facilitate the activities of international sex workers. The arrested individuals hailed from a diverse array of countries, including Japan, Thailand, Vietnam, Russia, Kazakhstan, and Laos.

The investigation commenced after local operatives were identified as managing cross-border prostitution activities. Undercover officers collected intelligence, revealing that the group extensively used social media to promote the availability of Japanese sex workers, including well-known adult film actresses, who were brought to Hong Kong for illicit engagements.

Advertisements for these sex workers featured provocative images and promotional materials from adult films, with service fees ranging from several thousand to tens of thousands of Hong Kong dollars. Some actresses had even held fan events in Hong Kong, significantly inflating their service rates.

Patricia Tang How-tung, Chief Inspector of the Organised Crime and Triad Bureau (OCTB), noted the meticulous division of labour within the criminal organisation. Some members served as administrators of social media groups, handling customer inquiries, while others were responsible for collecting payments from sex workers and distributing necessary items. Additionally, certain members would stay in the same hotels as the sex workers, managing hotel arrangements and monitoring their activities. Among those arrested were individuals who had studied in Japan and were fluent in Japanese, enabling effective communication with the Japanese sex workers.

Financial investigations uncovered that the group was using prepaid payment methods to collect deposits and had extensive hotel booking records over the past year.

During “Operation Lawforce,” a total of 39 individuals were arrested, with Hong Kong police detaining seven core members and three Japanese sex workers. The core members face serious charges for profiting from the prostitution of others and money laundering, linked to criminal proceeds exceeding HK$19 million.

In a separate operation, police identified another layer of the network operating “mystery rooms” in ordinary homes, avoiding overt advertising to minimise detection. This initiative led to the arrest of 25 women from Thailand, Japan, Vietnam, and Laos, all allegedly involved in managing prostitution venues and breaching residency conditions.

Further investigation revealed a gang managing over 20 units across various districts, recruiting women from Thailand, Kazakhstan, and Laos for prostitution. Each transaction reportedly yielded between HK$500 and HK$2,000, with profits split 60-40 in favour of the gang.
