If you recall, all the lands in Kwasa belong to EPF. EPF gave the development rights to these contractors to construct the condo/houses i.e. to YTL, Gadang, TSR Capital & Serene Impian (these are property developers which are also contractors).
EPF won’t give the development rights to property developers (who do not have in-house construction companies) as eventually property developers will subcontract to external contractors to construct the buildings (for eg Sime Darby Property will outsource construction to an external party) - as this is to reduce cost, contractors can achieve higher margins and buyers obtain reasonable price to buy the houses
