This happened.
I stay in apartment and came back to this when going to work.
Don't want to replace the whole thing. Is minor repair even possible?
What tools/material do I need

like what the rest suggested but personally if it doesn't afffect the bike handling in any way, will just live with it. My bike and top boxes has a lot of these scratches from accidents and falls
