I think it is not the reason. Waze is real life community based navigation. Users will (not all) report anything that happened on the road. Waze also keep track on where you are, thus indirectly know how the traffic condition. This is how Google map can tell you traffic condition on his map.

Last time the offline map service provided service center to inform user to update traffic conditions and it is paid service. Waze do this for free.
