Annual leave for festivities, Can bosses cancel them without nego?

Well, I saw a colleague, she is Indian and she took leave for tomorrow and Monday for Deepavali. She already took the leave like 1 month ago and discussed with the boss, the boss was ok.
During this one month, her section / department had one person resigning and that resignee was the only chinese person working there.
The others are all Malay and Indian. This colleague who took leave was the newest (less than 1 year but already confirmed) so the boss messaged her this morning asking her to come back to work on Friday because nobody is around to work.
He said he has asked HR to cancel off the leave (due to reasons of insufficient manpower) and the HR already did it, so her leave for Friday and Monday were cancelled yesterday without prior discussion with her.
She then asked why can't ask the others to come back since there are 4 more other staffs, 3 Malays and 1 Indian? The boss said they are older and longer staffs here so she needs to respect their seniority.
She is the newest here so she needs to like give in to the older and more senior staffs.
How should she approach this since she already back at her hometown in Johor since yesterday night?

Why don't the boss ask those who don't celebrate? Let the one who celebrate take leave n call those who just take for the purpose of taking leave came back. For sure they want to celebrate too if it is their own festivities.

The boss told her that since the others took their leave before her, it wasn't fair to ask the others to come back even if not their festivities. He said she can only blame on she joined late and took the leave late.

Agree. If the boss doesn't want approve still insist, can leave the company already. This kind of company please leave.
