Guys, got one line under member that difficult to deal with and always uncontactable

Want to port out that line number and port into my name due to many link contact with that number

How to do without the appearance of that member ? Can a letter of authorization works ?

I remember telco always said need the original owner of that number to appear together if want to change into new owner names
