 (WTA) External water tank, Disconnect ceiling tank

Water mains > external tank at ground floor > water pump > to kitchen + upstairs toilets (bypass existing ceiling tank).

Only worry is existing piping network in your house may not be able to take the pressure from the new pump if the pipes are too old. The start/stop of the pump will exert stress on the pipes too.

Unlikely, but you can easily seal the tank cover and those openings for piping connections) with duct tape.
