If you are lucky the records department will have a copy of the layout but I doubt they have it since it’s an old house … only nowadays they have a digital format copy ..

Yeap the best way is to hire architect or registered draftman to do measured drawings and incorporate the extension area for Buidling plan (BP approval )

Cost to remeasure depends on this situation
1) size of house
2) type of house ( terrace , semi-D, bunglow . Corner ? Intermediate ? End lot ?)
3) how big is the extension .. does it effect the overall house internal and external ? Or just simple carporch or just front or back extension only not effecting the internal centre of the unit space . See the complexity of your design extension .

Correct . Since it’s a major extension .. structure engineer is needed as well . Need to ask engineer to come and determine your existing structure and future extension area as well.
For the time being .. resolve the Buidling measured drawing first . Then easier for the engineer to study later on
