I recently ordered a new iPhone directly from Apple, and it's now stuck in Royal Customs Malaysia with the status: "Awaiting Import License to complete clearance." The iPhone is for personal use, and typically, these shipments come from China, but this one was sent from Singapore. The company name on the bill is listed as Apple Malaysia Sdn. Bhd.

... What exactly is an Import License in this context? Is it something that should have been handled automatically by Apple or DHL?
... Am I considered the importer in this case, or does that role fall to Apple since they shipped it?
... Is there anything I can do to expedite this process, such as proactively contacting DHL or providing any documentation?
