Reason might be they don't chew the toy or upper teeth broken & having gap in between for the bottom teeth to grow. Chew toy like wooden bark, toilet rolls are given to them yet they still had that problem. Whole tank is having the same problem which caused headache to me. So is better if you see your gerbil(s) lose weight all of the sudden, please do check on their teeth.

Yes. overgrown means too long. Normally it will be the bottom teeth to over grow. Not only that no chew toy for them, it may be upper teeth broken & causing the bottom over grown as well.
