If you keep forwarding query via email or try to reach via phone, the officer normally are busy with other tasks. By putting them at the agency itself, he/she have to answer all the query asap. So, the case can be resolved within the stipulated time.

Nope. Only LE agencies or Govt department that needs Jakim to provides reference, for example, education sector.
