DBKL qualified or not? There is a big difference between geotechnical study and geological assessment.
Former is to design foundation/piling, which I am sure is already being done. Unless they saying buildings have been designed without any geotechnical surveys, then heads need to roll.
Latter is to see if any anomalies and ground water issues underneath and nearby. This is what identifies risks like the one we just had.
