JB and Georgetown can consider Tier 1 from their economy, living standard and population.

Tier 2 city - Kuching
WFH - Digital media for corporate and government

Less competition, easy to monopolize market
Easy to build connection and reputation with corporate clients
I employ freelancer/part timer as my staff and as per job basis.
Not much choice in talent, they can easily be trained,
they can be reliable most of the time, low pay (300-1000/day), high return (10-80k per job),
Once in a while I fly to KL for work, 2-3 times a year at least

Affordable landed property (i got the land by inheritance, build my own house), low cukai pintu
7 airconds, 1 deep freezer. All utility barely over RM500-800/month.
No Astro/Streaming. Internet 300MB most of the time

My house 6 rooms, 3 bathroom, dry and wet kitchen with pantry room,
2 living rooms (on both floors) + 1 small TV area, 1 large dining area

3 cars parking area + no gate, I ride kapcai most of the time for errands.
barely spend RM100-150/month for fuel for myself. RM50 (can last me almost 2 weeks)
Outstation is RM100 per round trip.

kampung life 16 km from city center.
Only 1 artery road is jammed during morning rush hour
everything I need is within 5 minutes drive except counter service banking and post office.

Beach is like 10 minutes away, multiple national parks to hike and climb is 15-30 minutes drive.
airport 30 minutes drive, can fly to SG/Jakarta direct cheaply.

Got monkeys, crocodile, snakes, sand flies and lizards everywhere.
Few times catch 2-3 meter croc in monsoon drain, one kid died eaten by one a few months ago
Not much mosquitos, flies or ants.

Little to no crime, most common is house break in/theft.
Got police patrol sometimes.
Got one rare case murder in my kampung in the past 6 years,
drug addict/mentally unstable killed his grandma with knife.
A lot of kids uses meth/ketamine as recreational but the numbers are too low to even notice.

Why you chose Penang?

i live in kampung. no tier whatsoever 

maybe just me, but I think some people really overlook how living by farming can make better money than in the office. not to mention without traffic jam, no office politics. in the end of the day i feel more PUAS and contented than typical urban life.

even if you want to make money online, you can still get connected to unifi, tho not all kampung have that luxury, so starlink is your last resort.

Everywhere in the world Tier 1 city like Singapore or KL are magnet for the talented, the rich, the smart and young ones to move to

But I want to ask those who stay in Penang, JB and Melaka alike…why do you stay in these lower Tiered 2 or 3 cities?

Is it because you are poor, not so smart, too old and lazy to compete?
