if your company has employee handbook, and it is written will observe all holiday, then 25th is public holiday for you all, then all replacement holiday and rest day run as per law.

the reason why some HR has issues to handle this kind of announcement is for those company who didnt observe all holidays. Cause it is optional, ultimately the boss will decide.
