You should treat all calls and SMS you made/receive as compromised.
If you visit any non-encrypted website, those are compromised as well.

The more effective method is for all device maker to include a Disable 2G option.
Better yet, make it the default. Doing anything else is knowingly includes a security vulnerability for anyone to hijack you mobile connection.

Depending on authority and people to report is just like hoping for police to catch all the thieves while leaving your door unlocked.
