i have around 1.4k budget for upgrade
planning to upgrade my gpu to 3060
if i got 40 series do i need change my cpu?

i want play game on high setting

Not much you can really do, its a dated unit which meant your gonna have to swap out everything CPU, mobo, PSU, RAM prolly can reuse... RM1.4k might not be enough, try:

i5 12400F

16GB 3200MHZ RAM (reuse if you have this spec)
MSI A650BN / FSP HV+ Pro 650W

A 3060 wont able to give you high settings (unless low demanding games) but what type of games you play, at what reso? High settings at what target FPS (depends on monitor too)? Just make sure its the 12GB version, not the Nvidia crippled 8GB unit or the chinese hackjob from laptop 6GB unit.

GPU upgrade will give you boost. Get 3060 12GB (avoid any 8GB cards) and MSI A650BN. Using SSD?

Wait that RM 1.4k, is that for GPU only or for the system you want to upgrade on top of the GPU?

A 3060 will give a boost definitely but likely will then be bottleneck by that 4core CPU. Considering the spec of your game, its okay I guess
