If he claims that the notebook is new, u as the buyer should be entitled to the full waranty (date of issuance = date u bought) and should have proof of purchase and warranty card. Lead time doesn't take into account.
Furthermore, HP's warranty is international (1 year). Doesn't matter if it's local or not. I'm not sure about the extended warranty though since he said it was local.
So conclusion, it's either a 2nd hand or the supplier is not an authorised HP dealer. Coz otherwise, a receipt from his should suffice to claim the warranty from the purchase date.
