Not really. iPhones should charge even with the most basic USB charge cables & dumbest chargers. I think his friend's charger is playing is safe and refusing to charge because it couldn't determine the cable type. It happens with my Baseus 100W PD when used with a dumb charge only cable.
I tested what I had on my table.
Remax USB-USBC Charge Cable is a dumb cable. Just GND & Voltage wires, no CC.
Jisulife Fan USBC2 Cable is USB2 cable. CC is wired. I couldn't find a more basic C-C charge cable.

Apple 20W is Apple (PD 20W)
