To me, Asus, msi, gigabyte, and the previous brand EVGA are 1st tier.
Then, the colorful, pny, zotac, and Palit, in second tier. I will also put sapphire in this tier as they only deal with and. Although colorful and Asrock both also sell mb, I will put their brand in this tier due to the slightly higher warranty return rate, and their lack of originality in design.
In previous decade, I would place colorful in 3rd tier due to their almost 100% return rates during the Nvidia 7000 series gpu.

Sapphire is firm Tier 1 for me. Durability, and their reputation, good GPU Board design.
Being AMD Exclusive, they have special treatment from AMD, thats the reason.
is not like Only sell AMD Card = lower tier................ ( what kind of logic is that )

Palit, also very good GPU maker for me.

ASUS? would never consider.
is the Samsung in PC market. ( High price for lower quality because high-powered marketing effort. )

To me, being in tier one simply means their level of corporate and market present in comparison to China or other smaller brand. It doesn't means that they do not fuck up or their product's quality is better.

Bro, which brand for 4070 ti super you recommend? I was looking at gigabyte aero or msi gaming x slim, reddit says gigabyte got less chances for coil whine, louder fan noise but their pcb design no fuse protection, while msi quieter and got fuse, but coil whine dunno.

I can't answer that, but I recommend you to visit shops that have demos to see for yourself. Some shops like the one I'm working in can let you test the parts on the demo machines upon request. However, some very expensive parts need permission first.

LOL your ranking is similar to mine but I would put Gigabutt in B+ tier, coz only Aorus Master is flagship quality while others are comparable to PNY, Zotac, Palit in B Tier. Colorful is C+ bcoz its a Chinese AIB but it also has a flagship class in Vulcan & Neptune AIO.

Critic like ifourtos think its all about branding but they never realise its also about cooler quality, PCB quality, and components used.

You will have to find reviews measuring coil whine but its also depends as some will have only during high FPS. So YMMV
