Siri tangkapan dan pendakwaan pegawai Jabatan Kastam didalangi kartel mafia korporat semakin ke kemuncaknya. Dalangnya Dato’ Sri Lim Kok Han mafia korporat terkenal nampaknya dikejutkan oleh tindakan polis dan SPRM.

Dalam sindiket kontena terbang, media melaporkan 11 pegawai Kastam antara 17 individu ditahan Suruhanjaya Pencegahan Rasuah Malaysia melibatkan ketirisan dianggarkan RM3.5 bilion di Pelabuhan Klang.




Rasuah dikalangan pegawai JKDM bukan baharu telah berakar lama dan sukar dibenteras. Kartel telah menguasai JKDM. Pelantikan Datuk Anis Rizana Mohd Zainudin@Mohd Zainuddin sebagai Ketua Pengarah Kastam wanita pertama sebagai langkah tepat menyekat kegiatan rasuah orang dalam. Kehadiran Datuk Anis Rizana bekas TKSU MOF dibenci anggota kastam kerana menyekat program cari makan pegawai kastam. Tangkapan pegawai kastam baru-baru ini melibatkan pengarah penguatkuasa kastam dan pegawai-pegawainya.



Terbaru melalui surat KP Kastam bertarikh 12 Ju 2024, beliau menyekat penurunan kuasa timbalan ketua pengarah kastam yang sebelum ini banyak ‘kawtim’ dengan kartel – kartel kontena terbang. Selepas ditarik meroyanlah semua anggota Kastam yang makan rasuah di luar. Tindakan ini amat tepat bagi mengelak ketirisan.




Dengan pembatalan penurunan kuasa KP Kastam kepada TKP Kastam bermakna semua urusan kelulusan pelantikan, pembaharuan panel ejen, gudang berlesen, kedai bebas cukai dan lesen import rokok, tembakau dan minuman keras bukan lagi bawah Timbalan Ketua Pengarah Kastam. Semuanya atas kelulusan Ketua Pengarah.

Ketua Pengarah JKDM Datuk Anis Rizana nampaknya sedang melakukan pembersihan kepada pegawai-pegawainya. Ramai Pegawai JKDM kini mengadu tidak dapat cari makan haram di luar. Maka setiap hari kesatuan kastam mencari jalan memburukkan ketua pengarah Jabatan Kastam itu. Surat layang dan apa saja boleh memburukkan Datuk Anis Rizana tetapi nampaknya beliau memang wanita besi tak takut pegawai dan kartel ‘kontena terbang’

Lim Kok Han dikatakan cuba bertemu KP JKDM tetapi tidak dilayan. Beliau fikir boleh membeli Ketua Pengarah JKDM. Beliau sekarang berusaha keras mencari peguam untuk membela budaknya yang ditangkap SPRM dan PDRM.

Kesamsengan dan kelangsian Dato’ Sri Lim Kok Han bukan baharu. Beliau mafia korporat yang sebelum ini terlibat dengan banyak jenayah termasukk ugutan menggunakan pistol. Beliau pernah ditahan kes ugut menggunakan senjata api. Namun ‘kabel’ beliau bukan biasa-biasa. Kes itu ditutup hingga sekarang.

Terbaru 25 Jun lalu warga Singapura yang juga rakan Dato’ Sri Lim Kok Han dalang sindiket penyeludupan barangan import di Pelabuhan Klang yang mengakibatkan ketirisan cukai dianggarkan bernilai kira-kira RM3.5 bilion, berjaya ditahan.

Suspek berusia 40 tahun itu ditahan ketika diminta hadir memberi keterangan di pejabat SPRM Putrajaya, kira-kira 5 petang 24 jun lalu. Susulan penahanan itu, suspek dibawa ke Mahkamah Majistret Putrajaya untuk mendapat perintah reman selama enam hari sehingga 30 Jun ini yang dikeluarkan Majistret Irza Zulaikha Rohanuddin.

Dilaporkan ‘Budak Teleng’ membayar rasuah kepada pegawai penguat kuasa sebagai balasan membantu melepaskan barang-barang diimport syarikat-syarikat miliknya untuk tidak dikenakan bayaran cukai.

“Dia disyaki melakukan perbuatan itu antara tahun 2022 hingga 2024. Siasatan awal mendapati wang suapan itu diberikan secara tunai kepada kesemua pegawai penguat kuasa.

Pengarah Kanan Bahagian Siasatan SPRM Hishamuddin Hashim sebelum ini mengesahkan penahanan itu untuk siasatan mengikut Seksyen 16(a) dan 17(a) Akta SPRM 2009. Namun apakah akan segera membuat pertuduhan kepada suspek warga Singapura ‘Budak Teleng’ itu?

Sebelum ini Ketua Pesuruhjaya SPRM Azam Baki berkata pihaknya mengesan lebih 100 syarikat disyaki terbabit sindiket itu yang merasuah pegawai penguat kuasa bagi melicinkan proses penyeludupan tanpa melalui pengisytiharan serta pemeriksaan di pintu masuk negara. Menurutnya syarikat berkenaan berperanan sebagai ‘forwarding agent’ sebagai orang tengah bagi pembayaran habuan kepada pegawai Jabatan Kastam Diraja Malaysia (JKDM).

Susulan itu, SPRM menahan 34 pegawai kastam di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) menerusi Op Samba 2.0 dan 11 pegawai di Pelabuhan Klang, Selangor yang ditahan menerusi operasi khas SPRM.

Hasil siasatan setakat ini, SPRM berjaya merampas wang tunai sejumlah RM4.4 juta dipercayai diperoleh secara rasuah oleh pegawai-pegawai kastam terbabit.

Diharap Ketua Pesuruhjaya SPRM Azam Baki meneruskan kes ini agar pihak yang berkaitan Dato’ Teleng Lim Kok Han didakwa segera di mahkamah.
