what is the market practice ?

i want to rent a shop office (RM1500, bare unit)
but owner ask for

two month rental deposit RM3000
water deposit RM500
Electricity deposit RM3000
Restoration deposit RM1500


I also owner and normally i rented out commercial like
rental deposit - 2 months
utility - 1 month

Electricity deposit only if the bill is under owner's name. Most of the time, landlord requests that the tenants apply for their own electricity account, in which case there will be no electricity deposit needed with landlord but with TNB directly. 1 month or 2 months is subject to how much risk the owner is willing to bear in case the tenant runs away without paying the electricity bill.

First time I'm hearing about restoration deposit, so I think this is subject to negotiations.
