Malaysia, the world's sixth-largest semiconductor exporter, is preparing to move further up the value chain in the semiconductor industry. The government is investing heavily and aims to train 60,000 local semiconductor engineers. This initiative is expected to help Malaysia secure more benefits in the global chip competition.

GlobalFoundries (Nasdaq: GFS) (GF) today announced the official opening of a new hub facility in Penang, Malaysia. This new facility will create 300 high-value manufacturing support roles, including technicians, engineers, administrative and support functions.

The GF Malaysia office is part of a strategic hub network that leverages the Company’s global footprint and complements GF’s global fab operations by providing engineering resources to supplement operations on a real-time basis. This site will utilize the latest digital manufacturing technologies such as remote access, Industry 4.0 solutions and GF’s state-of-the-art Factory Control Tower.

The event was graced by Yang Amat Berhormat Tuan Chow Kon Yeow, Chief Minister of Penang, Dato’ Loo Lee Lian, CEO of InvestPenang, guests from Malaysia Digital Economy Corporation (MDEC), and Kay Chai (KC) Ang, Chief Manufacturing Officer of GlobalFoundries, amongst others.

The new Penang operation will ensure that all of GF’s global manufacturing sites in Singapore, the U.S., and Europe have fundamental round-the-clock support enabling the company to maintain supply chain resiliency and sustainability for global operations, as GF continues to deliver on our commitments to meet the market demand for GF chips.

What is this? call centre for GF?

It feels like a small operation here in Malaysia , definitely not Fab and semiconductor packaging but the media is trying to "hype" this up as though Global Foundry is setting up a fab.

Anyone in the industry that knows the real news on what this is.

Need more than cheap electricity and water. Penang has a deep E&E ecosystem already so it makes sense to set up there. Bintulu only has oil and gas with low population and inferior infrastructure.

When people think about semiconductor, most only think about cutting edge TSMC, 2nm etc.

But the ecosystem is bigger than that. The idea is focus on other parts (packaging, testing, integration etc). Sure, it is not as glamorous as TSMC, but it you build on what you have and can do.

This would be more feasible than setting up another national project with world level expectation only to failed and need bail out years down the road.

Even the standard of "engineer" now in Penang is majority "don't give a shit"/"not my job" attitude.
If there's nothing for them to copy, then it's not their job to figure out.

Test reports were even faked like no tomorrow.

I personally don't think we can train "engineer".
It's more to personal motivation to learna nd strive better on individual core values.

Actually the core of the semicon industry being in Penang actually loses out many talents from the middle and south o peninsula Malaysia. Many of my batch mates from Selangor and KL came back to here after spending a few years in Penang, even myself because our family and friends are not there in Penang. People from the south of Malaysia would just go to Singapore due to being close to their hometown and SGD.

If the semiconductor industry in spread out to Klang valley I think they might be able to attract more talent in the industry

According to someone in the meeting chaired by zafrul, the numbers (500b, 60k) were pulled out of zafrul"s ass. Initial estimates were 100b investment and 12k talent. The 12k includes tvet, diploma and degree in microelectronics. Safe to say, Malaysia won't be getting 500b investment by 2030.

well nowadays got computer aided simulation, don't need hand calculation. what's needed is debugging skills and put up a solution and let computer solve it.

Another senior specialist, Bobby Lee, highlighted the critical role of GPUs in these servers, handling graphic and image processing to achieve the impressive effects we see today.

A complete AI solution employing advanced liquid cooling technology was showcased, which significantly enhances AI model training and inference, boasting a 30x improvement in real-time language model inference speed and a 25x reduction in total cost of ownership and energy consumption.

James Su, a senior specialist at Inventec, pointed out their advantage in designing custom solutions for clients, leveraging their large-scale production capabilities to meet delivery demands.

The presence of industry giants like NVIDIA, Intel, and AMD at this exhibition, along with the futuristic designs incorporating AI from companies like GIGABYTE (2376), made a significant impact. Vivian Chen, Deputy Director of GIGABYTE’s Brand Marketing, emphasized that their main focus is computing power, highlighted by their ACCEVOLUTION theme, which stands for accelerated evolution.

GIGABYTE unveiled new projects in collaboration with the big three, covering AI servers, boards, and AIPCs among the hottest end products.

According to Morgan Stanley’s AI supply chain report in March, Taiwanese companies accounted for over 70% of NVIDIA's global GPU server shipments in 2023. Market shares were distributed as follows:

Wiwynn has long invested in cooling and advanced liquid cooling technologies, providing data centers with higher performance solutions.

NVIDIA's solutions architect, Frank, explained the importance of massive GPU models for generative AI, which often require thousands of GPUs working together to train a single model efficiently.

The GB200 superchip's end applications include translation, visual and speech recognition, creative applications, and scientific research such as drug development, solidifying the AI king ecosystem and heralding a new era of computing.

Penang office is just glorified remote operation centre. Just some cheap labour for production operation purposes. High value engineering job still reserved in Singapore and the pay is below market price compared to its competitors.

Ppl here don't understand what is semiconductor chips , what the world mention are the processor high tech core chip that China and US fight for, that is not anyone can made it even they has the knowledge and technology, because the machine that convert the theory in production are made in USA.

What we do here in Malaysia not making the core of silicone chips, but assembly the chip in the case of various case as per the use, PC mother board, graphics card and mobile phone us different type of case.etc.

The end product need to do testing and also of course it has its own R&D and improment process.

The success story of Siltronic in Singapore began in 1997 with the founding of Siltronic Singapore Pte. Ltd. in JTC’s Tampines Wafer Fab Park. The first 200 mm wafers were produced as early as 1999.


This was followed in 2006 by the establishment of a joint venture with Samsung and the start of construction of the first 300 mm fab, from which the first wafers were delivered to customers in 2008.


The foundation stone for the second 300 mm fab was laid in 2021, and it was officially opened today. Singapore is Siltronic's largest production site.

Today's inauguration of the state-of-the-art wafer fab in Singapore is not only the largest investment in Siltronic's history, but also a milestone of which Siltronic is extremely proud. Trade Diversion Boosts Penang's Tech Industry

Since Penang emerged as Malaysia’s key industrial center in the 1970s, it has consistently pursued technological advancements, particularly in electronics and semiconductor manufacturing.

“Currently, Penang hosts over 350 multinational companies, 4,000 SMEs, and 200 companies with Malaysian Digital status,” said an analyst from RHB Investment Bank.

Due to specific favorable factors like the trade diversion caused by U.S.-China trade tensions, Penang’s E&E industry has become a major beneficiary. The state government now prioritizes higher value-added industrial activities, which is expected to further move up the technology value chain and enhance competitiveness.

“Penang already has a strong foundation in high-tech industries and manufacturing. Expanding into higher value-added fields, including R&D, design, and innovation, will enhance the state’s competitiveness and move it up the value chain, creating more technical jobs and higher income for locals.”

The analyst added that Penang’s mature manufacturing base makes it a perfect location for vertical integration within the global value chain.

“By vertically integrating production stages from design to manufacturing to transportation, Penang can extract more value from the entire value chain and contribute more significantly to the global value chain.”

This also means that Penang can play a more important role in various tech and industrial value chains, attracting more investment from multinational tech companies.

Foreign Direct Investment on the Rise

Penang's foreign direct investment (FDI) has significantly increased in recent years, with new strategic investors continually entering Penang. In 2021, Penang’s approved manufacturing investment reached an unprecedented RM76.2 billion, a 5.4-fold increase year-on-year, primarily driven by reinvestment activities of existing investors.

One of the most noteworthy investments is Intel’s $7 billion (approximately RM30 billion) investment plan over the next decade to expand its semiconductor packaging and testing manufacturing capabilities and die preparation capabilities locally.

Since 2018, Penang has continuously attracted new strategic investors, including Micron Technology, which invested RM1.5 billion to establish an SSD assembly and test excellence center at Batu Kawan Industrial Park (BKIP).

China+1 Strategy Benefits Semiconductor Industry
In May this year, the U.S. escalated the trade war, significantly increasing import tariffs on various Chinese goods, including semiconductor products, from 25% to 50%.

“With companies worldwide adopting the ‘China+1’ strategy, seeking alternative production bases outside China to mitigate geopolitical risks, Malaysia benefits from its strong semiconductor ecosystem, supportive infrastructure, and extensive talent pool.”



Not only Western companies, but Chinese companies supplying overseas customers also need to relocate at least part of their production lines to continue supplying globally.


This means that Malaysia, with its advantages, will become a top choice for Chinese companies going abroad.




In terms of investment, local tech industry players, especially outsourced semiconductor assembly and test (OSAT) and electronic manufacturing services (EMS) providers, stand to benefit from production line diversions driven by the China+1 strategy.

Since Penang emerged as Malaysia’s key industrial center in the 1970s, it has consistently pursued technological advancements, particularly in electronics and semiconductor manufacturing.

“Currently, Penang hosts over 350 multinational companies, 4,000 SMEs, and 200 companies with Malaysian Digital status,” said an analyst from RHB Investment Bank.

Due to specific favorable factors like the trade diversion caused by U.S.-China trade tensions, Penang’s E&E industry has become a major beneficiary. The state government now prioritizes higher value-added industrial activities, which is expected to further move up the technology value chain and enhance competitiveness.

“Penang already has a strong foundation in high-tech industries and manufacturing. Expanding into higher value-added fields, including R&D, design, and innovation, will enhance the state’s competitiveness and move it up the value chain, creating more technical jobs and higher income for locals.”

The analyst added that Penang’s mature manufacturing base makes it a perfect location for vertical integration within the global value chain.

“By vertically integrating production stages from design to manufacturing to transportation, Penang can extract more value from the entire value chain and contribute more significantly to the global value chain.”

This also means that Penang can play a more important role in various tech and industrial value chains, attracting more investment from multinational tech companies.

Foreign Direct Investment on the Rise

Penang's foreign direct investment (FDI) has significantly increased in recent years, with new strategic investors continually entering Penang. In 2021, Penang’s approved manufacturing investment reached an unprecedented RM76.2 billion, a 5.4-fold increase year-on-year, primarily driven by reinvestment activities of existing investors.

One of the most noteworthy investments is Intel’s $7 billion (approximately RM30 billion) investment plan over the next decade to expand its semiconductor packaging and testing manufacturing capabilities and die preparation capabilities locally.

Since 2018, Penang has continuously attracted new strategic investors, including Micron Technology, which invested RM1.5 billion to establish an SSD assembly and test excellence center at Batu Kawan Industrial Park (BKIP).

China+1 Strategy Benefits Semiconductor Industry
In May this year, the U.S. escalated the trade war, significantly increasing import tariffs on various Chinese goods, including semiconductor products, from 25% to 50%.

“With companies worldwide adopting the ‘China+1’ strategy, seeking alternative production bases outside China to mitigate geopolitical risks, Malaysia benefits from its strong semiconductor ecosystem, supportive infrastructure, and extensive talent pool.”
Not only Western companies, but Chinese companies supplying overseas customers also need to relocate at least part of their production lines to continue supplying globally.
This means that Malaysia, with its advantages, will become a top choice for Chinese companies going abroad.
In terms of investment, local tech industry players, especially outsourced semiconductor assembly and test (OSAT) and electronic manufacturing services (EMS) providers, stand to benefit from production line diversions driven by the China+1 strategy.
“For example, companies like Inari Amertron and Globetronics, which operate OSAT businesses in Penang, are expanding into China to seize growth opportunities arising from China's strategy to avoid over-reliance on Western supply chains.”

The analyst noted that to avoid US sanctions and prevent significant supply chain disruptions like those experienced during the pandemic,

What’s your point? Most companies in MY are doing backend testing and packaging. The most profitable are those with resource intensive works which in the front end (wafer fabs).

MY still have not reach the level to provide sufficient and stable base for semicond fabs, ie. 24/7 water supply and electricity. Imagine if there is power shortage for just 5 mins in these fabs, all the wafers would be scrapped and millions worth down the drain.

What's wrong with testing and packaging? Learn to crawl first before you want to fly.

This is the kind of niche jobs that are suitable for us. Give the designing and wafer fabs to Israel and Taiwan. We not there yet and may never be. Just look at our graduates.

There’s nothing wrong, just that it’s been doing that since forever. MY need to move up the food chain to advance in the industry. Do u know how long have MY been in the semicond industry? They have been in since the 70’s. No need to look at powerhouses like Taiwan. Look at our neighbour down south, SG. They started later than us but still able to outcompete us, and is attracting talents from MY to to its competitiveness and high end jobs.

What MY needs to have framework plan for its semicond industry, provides infrastructure, investments and retain talents to support the development of the industry.

Many semiconductor companies in Singapore continue to expand in the Tampines area, but none of them have moved to Malaysia.

This remind me what happened to IT support and engineering stuff in SG back in 2005 .. SG saw tons of tech companies like AMD, Dell, HP, IBM closing their department there and moved to KL and Cyberjaya even though all the talents and gov industry framework is damn good in SG

In the end those companies will ask themselves why I need to retain SG operation when I can open similar setup at almost half price in Malaysia? Not to mention large number of their employee in SG is from Malaysia anyway

I know this well because I worked in SG IT industry 1998-2007 (IBM and HP) before moving back to Malaysia as lot of MNC IT migrated here

Singaporeans are very expensive because of the high SGD currency exchange rate compared to Malaysia.

For the cost of hiring one Singaporean in Singapore, we can hire at least 3 or 4 Malaysians in Malaysia.

So, operating one plant in Singapore is much more expensive than in Malaysia.

I know this well because I worked in SG IT industry 1998-2007 (IBM and HP) before moving back to Malaysia as lot of MNC IT migrated here

I think R&D is easy to move, but manufacturing is quite difficult.


So far, Seagate in Singapore has been hearing every year about moving to Thailand, but until now, Singapore still has 3 plants operating well.


Recently, I still see hiring advertisements from Seagate Sg.

SG has agreed to work with MY to setup JSSEZ for a reason. Better to expand into Johor then move fully out of SG. Waiting to see which r the industries that r moving.

After markets closed on July 24, Intel announced its Q2 earnings, reporting a net loss of USD 2.9 billion (approximately TWD 85.3 billion). CEO Pat Gelsinger also announced the cancellation of plans to build plants in Germany and Poland.



The most shocking revelation came from Intel’s quarterly report submitted to the U.S. Securities and Exchange Commission (SEC), stating that if the company fails to secure major external customers or reach key milestones for its 14A (1.4nm) process, it may delay or even cancel the development of 14A and sub-14A process technologies. This news spooked the market, causing Intel’s stock to plunge over 9% at market open and close down 8.53% on July 25.

According to the latest financial report, Intel’s Q2 revenue dropped 7.3% year-on-year to USD 12.86 billion, beating analysts’ expectations of USD 11.92 billion. However, its net loss widened to USD 2.9 billion, compared to a loss of USD 1.61 billion in the same quarter last year. This marks Intel’s sixth consecutive quarterly loss.

To reduce expenses, Intel is cutting 15% of its global workforce and plans further layoffs to bring its core employee count down to 75,000 by the end of 2025.

During the earnings call, CEO Pat Gelsinger


stated that Intel had canceled its previously planned wafer fabrication plants in Germany and Poland. The company will instead consolidate its


testing and assembly operations in Vietnam and ***** Malaysia. *****



Intel will also slow down construction of its cutting-edge chip factory in Ohio, with further decisions dependent on market demand and the ability to secure major customers for the facility.

He emphasized that Intel will "no longer write blank checks" and that every investment must make economic sense. The company will no longer follow a “build first, find customers later” strategy.

In addition to disappointing financial results and scaled-back expansion plans, the most alarming news to the market was Intel’s statement in its SEC filing that if the company cannot secure major external customers or reach key milestones for its 14A node, it may slow or cancel the development of 14A (1.4nm class) and below.

This sent shockwaves through the industry. Semiconductor consulting firm Semianalysis posted on social platform X, stating that “Intel, the company that birthed Moore’s Law, is for the first time evaluating whether it can maintain its lead. We may be forever discussing TSMC's monopoly and the permanent death of U.S. semiconductor manufacturing.”

Hit by this negative news, Intel's stock plunged on July 25. It fell over 9% intraday and closed down 8.53% at USD 20.70.

almost all my friend graduated from Electronic field become programmmers, salesman LOL not easy to design circuitry and write a program to link up the electronic component and application :X

How many ended up as glorified technicians with little added value?

Seniors reluctant to teach them/impart anything, companies expect them to be pros on day one of joining with little training and doing repetitive work that is no different from a technician?

You are better off having a peace of mind becoming a menial job such as waiter, farmer, chef, repairman or clerk with less salary.

50k just paid slightly over the RM4k requirement to prevent you from OT and all day on call impose.

Also like what others above commented, AI will cut out most of their jobs by at least half.

Why? There is no opportunity or chance to be taught those important skills. Most are hired as glorified technicians doing repetitive jobs that are easily replaceable by cheaper and younger gen staffs.

Give them a silly title, just pay them slightly above the no OT requirement salary rate and require them 24/7 on call.

Profits!

All factories support by equipment vendors be it hardware or software.

The so called factory engineers are just like postman, passing the message and calling vendors to come support.

Some ask for 24x7 support.
