Because its recently revealed that Glasner threatened to quit if Guehi is sold. But im sure everyone in CP already knew well and clear that Guehi already agreed personal term much earlier and is ready for the move, all his teammates knew already he's leaving. He was just being professional to let the clubs management to figure it out.

So, why did the transfer got dragged till the last minute? The issue must've been Glasner. He's got ambitions of his own, also his own contract is running out. He himself is leaving to a bigger club and by selling Guehi, its gonna affect his managerial performance. Also, the last minute u turn by the replacement CB.

I don't think its the price, CP want to make sure they can get CB in first and also Glasner issue. So due to the other club's incompetency and lousy management, we didnt get Guehi. Same issue with newcastle but luckily they did their part in the end.
