Could be cost. Biufuel can be derived form both used cooking oil or straight from primary sources.
Desawi when we tried to promote our palm oil to the muricunts they lobby against it, starting deforestation la, burnt orang utan la, yet their land use is much worse than us.

The article mentioned the crop growers is pushing for import tariff. It's always about the money. Used cooking oil is cheaper
