No.

Cebu Pacific entered Japan quite a while ago, to Kansai airport.

However, Air Asia entrance is significant because the airport is Haneda. Haneda is the busiest airport in Japan and its slots are precious.

Generally, road signs are bilingual, railway signs (especially in JR and major railway companies) are also bilingual.

Some stations even have Chinese and Korean.

For Osaka to Kobe, you can take 新快速 (Shin-Kaisoku) from Osaka station to Sannomiya station (main station in Kobe). It takes about 20-something minutes.

This is operated by JR.

Himeji station (JR) can be reached both by Shin-Kaisoku or Shinkansen.

According to timetable....

Shin-Kaisoku takes about 1 hour + from either Shin-Osaka or Osaka station.

Shinkansen takes about 34 minutes using Kodama service.
