you don't "withdraw"; you "transfer".

don't take out from EPF and put back in; i believe voluntary contribution is treated as new deposit and will be split 75:15:10.

use the previously-announced official method:
you need to walk-in to counter, and ask to transfer A3 balance to A1 and/or A2.

but i'm not sure if you have option to do A3->A1 alone, A3->A2 alone, or it must be
A3->A1,A2.
