I think it’s more due to security at kindergarten are more lax than schools. Kindergarten in China are private and they are easier to access than schools that are run by government as they are usually more walled up.

I think weapon a main element to determine target. if one use gun, it make no diff whether the target is kindergarten, school or university. a knife is quite a different story, and the hit rate is definitely higher in kindergarten, the killer is brutal but not stupid.
