Financial Process of unrectified defects, Claiming money back from developer

Hi everyone,
Is anyone familiar with the exact process for claiming money back from developer for defects they were not able to fix within time frame stipulated in the S&P agreement?
Bought a new property by Setia and lots of defects were not rectified within 90 days by now. As owners we have a right to fix at our own cost from the extra 5% the lawyers holds until 24montha of handover.
1. Write letter to lawyer to hold the money 5% due to defects not being rectified (I have seen the official form online)
Then not sure how to go about it, submit quotation and carry out works ourselves and then claim get money back? Or submit quote, receive the sum and then carry out the works?
Any help is appreciated
