I believe they are trained to NEVER MOVE whatever happens, until the commander gives an order to do so.

Probably because the soldiers are not trained to handle accidents, and could seriously injured them in event of any fires or explosion. Also, too many people could hamper the rescue efforts by the more trained personnel.

The helicopter ascends without knowing got another heli above.
