Yrs, just follow the agreement to cut water and electricity, but give warning (show proof on whatsapp, or take picture from this warning letter attach on the door with date on the picture) first before really doing it. im first time landlord here. But make sure your agreement already stated that tenant will bear the re-connection fees.
You try to scare tenant to cut water and electricity first
In the worst case, scare the tenant first you will sue the tenant to housing tribunal but without a lawyer.
But talk to your tenant nicely first. Sometimes people really do not have money to pay..
What action you can take is all depending on how your tenant agreed to sign the agreement.
Some landlord even use chain or lock to lock the door entrance.
If follow right law procedure, you need to apply court order to evacuate the tenant
