Mesh or a more powerful router?, For 2 storey office

Hi Sifus,
Currently running a 2 storey office, am wondering if it is realistic to run both offices through 1 modem? Or need to apply 2 unifi lines.
Office 1 at 2nd floor, Office 2 at 3rd floor. Ceiling height is approximately 2.3m
Kindly provide suggestions.

Run one network cable between the floors on the outside of the building or through the telephone riser?

Ultimately you will still need a LAN connection between 2F and 3F. Because the floor slab will make any inter-floor wifi useless.
For EACH floor will have its own wifi AP or router. Not sure how big your office area is..if big and many clients you can consider Cisco WAP solutions, if typical shoplot size any cheap huawei router also can.
