 The existing tiles too sticking, Tukang refused to remove entirely

Hi all, my workers told me they just can remove until this level. Is there any risk if we just paitong and stick new tiles on top of this?

You can see the photo below that there are still a lot of white tiles on the wall

Seemed like my workers are not very good in doing this.

At the same time, I asked him to change the toilet seat placement but he told me cannot be done because this subsale old house was using Iron piping for the drainage pipes.

Thanks for your reply, bobowyc! I had bought him new pipes for him to do as well but just that he refused to remove all the existing tiles entirely due to it's very "sticky"

One more thing is about the toilet seat placement which currently using iron pipeline, wondering is it possible to replace those pipe if the toilet in the second floor?
