A better comparison is solar PV quota and installation scheme for our country.
When the number reach initial quota, government reduce incentive, and making the newer scheme less rewarding .I reckon quota is how government of Malaysia measure the milestones. Malaysia has done this several times .
The initial incentive is called feed in tariff (FiT)
The FiT for Solar PV has been implemented in Malaysia since 2011 and it is already closed for registration since 2016. It wa s running for only 5 years.
It was paying back around RM1 to buy back electricity generated by solar PV, back then solar panels are expansive and new to Malaysian so it makes sense to encourage with generous incentive, bit it has a limited quota
FiT was later Replaced with Net Energy Metering Schemes (NEM).And NEM has gone through many versions
https://www.seda.gov.my/reportal/nem/As solar panels get cheaper, the buy back price of solar power harvesting were set lower, e.g. initially buy back is around RM1 (around 2012, 12 years ago) lately the buy back is only about RM0.20 (2024 floating monthly)
So late comers actually get lesser benefits, things may be cheaper but fight for getting solar PV installed actually intensified because the deal is not as great and many realize, doing it later is actually worse.
So if we can draw parallel, the current EV incentives have a time limit, when the number of regustered EV reach certain milestone, government surely will reduce the incentives.
Will it be 5 years only also? I don't know but China has done it in to their EV incentives quite shortly

And it is not just carrots but also sticks. When our fuel gets less subsidies, our ICE cars will need to buy more expansive juice.
