Hakmilik Semantara?

Guys just WTA my relative house 15 years old and freehold but I see his documents it says Hakmilik Sementara there, he is planning on selling the house soon, my questions are 1. can he sell the house & 2. Should he go to any gov agency to change the title to Hamilik Tetap???

Is it leasehold? since when? and when the lease ending? any date there?
Have you confim he own it? Bought it with money or somekind?
fyi, There is no way to convert leasehold into Freehold

I think many properties especially those purchased many years back are holding Hakmilik Sementara. Mine father house in JB purchased in 1983 also having that old brownished set of papers. I writen to the land office regarding to the converting / obtaining the original title deed and was advice to visit the land office. So can we really sell our house without any teethig problem due to missing title deed?
