Buy 2nd hand property, utility bills

Just come to my mind. If u buy a 2nd hand property, the SAP will stated that the vendor will pay all the quit rents, bills bla bla until the day that name has been transferred right? So how about Indah Water bill?? The vendor pay or the new owner pay?? The bill payment will be settled before handing over the property to new owner rite? wat if the vendor din pay??

Vendor should settle all bills & release through his lawyer to purchaser the evidence of all paid bills. Indah water included. After everything is in order only his lawyer as stakeholder release the balance sum of $ to vendor

Besides waiting for the seller you can double check for yourself to ensure that everything is settled... The lawyer would only handle quit rent, assessment & maintenance.
Electricity, water, telephone & IWK, you'll need to sort it out urself.
For the 1st 3, you need to apply new a/c under ur name. But IWK is a grey area. Cos the (don't know what) regulation state the owner & occupier are both liable.
