I believe this happened on East Coast Expressway, the ECRL still under construction now. Still think not possible without lorries though, most small businesses and even postal services also cannot fit into the trains already because those trains are mostly used for heavy raw materials and construction stuffs. But yeah, your idea to decrease the use in valid, just very tough to implement.
