The permission all depends on the city council. For you it's either DBKL or MBKJ depending on which part of Cheras you're staying in.

I would suggest you get a quote from one or two contractors to see whether you're budget is up to it. Then only engage with city council to get a panel architect / draftsman to process the permit for you.

If you find the wrong architect/draftsman, prepare for a lot of hassle or pay double/triple to "gaodim"
