I just purchased a subsale 2-storey terrace that's under MBSJ's jurisdiction. I planned to do a small front and back extension, along with a small 4ft x 4 ft extension of the balcony so it sits flush with the side wall to make the facade look more modern.
I've engaged and architect familiar with MBSJ to draw up the plan submission, everything is okay so far until the balcony part. The guy said the balcony cannot be extended even though is within MBSJ's guidelines as our previous CF was based on the current balcony, once extended will not be able to get a CCC. I'm not sure how does the previous CF affect the CCC thing works? I've honestly never heard of a CF till today but I'm assuming it's an important document based on what I read online. I asked around my neighbours and even ones that did major reno, all of them don't have it, for my side in the process to request MBSJ korek it out.
I know in my taman a lot of illegal extensions, because many not following the guidelines and over-extended. But I want to keep everything as legal as possible but still really want to just slightly extend the balcony for a more modern look, any sifus to enlighten me why this can't be done?

Architect says balcony extension will affect CCC, MBSJ won't issue CCC if balcony extended
