 Upload speed being suddenly capped, what to do?

I'm using Internet from ISP called RateONE, and starting last week my upload speed somehow got capped. Used to be 90+Mbps, now only 30-40Mbps. Their support is claiming upload speed is best effort, but from the chart is clearly capped since the date. The data being acquired hourly for months and never dropped till now.

What can I do to raise issue?

how u upload

by seeding or want?

if seeding. do u know if they actually see what u distribute, u can be in serious trouble

example pirate copy of IP

im hosting jellyfin over cloudflare on my house and my family used them. More importantly I work from home and couple of times a week I need to upload application files several gigs over and this just slowed down alot.

In any case, this shouldnt matter? I pay for 100Mbps up/down and not getting what I pay for, my point being who should I escalate this to if ISP playing dumb and claiming best effort.

Aduan SKMM of course. But you have to try to proove of the speed capped and the "fair usage policy" point in case your provider counter with those.
