Inside ur house, its ur problem. Outside your house til the connected treatment plant, is their problem.

If only they got the manpower to just stop the connection of irresponsible home owners things would be fun, but of course, many knew IWK can't do anything about it - hence such statement to justify not paying.

Isn't IWK mandatory to be settled before the sale/transfer of property? Unlike cars, where outstanding local council summonses don't need to be settled.
