So

Firstly
no way they would give you static ip, that's expensive
most likely its private ip
private ip vs public ip is

private ip - you share one ip address with many other users, cannot port forward
public ip - that ip address is used by you only, can port forward

because ipv4 addresses are running low, most isps only give private ip these days
not sure on celcomdigi, but unifi gives it only on special cases while maxis will give it to you for rm10 monthly

for the downloading stuff, regardless of public or private, people/your isp knows what you are downloading
public may allow for better connection because ports can be opened
private means your downloads will be mixed in with other users (but isp still can know), but may affect the download
VPN is the solution if you want to hide

as for differences in infra
yes, they are renting the last mile infra to your home, but once it reaches their servers/nodes, they take different paths
its like having different highways, the last part of the road to your home is the same and shared
but the highway onto the internet is different with different isps, each has their own paths so the internet experience may differ depending on congestion and where your destination is
(for more info see "peering")

Digi does not give static IP. And yes, Digi fibre is on private ip which means you cannot do hosting from your home like having a home server. If you do not play with those stuff to begin with, private IP is not a concern to you.

On 30/100/300mbps plans no
On higher speed plans yes

But there are plans to eventually move everyone to private in the future
