S pass is very dependent on the quota available. Even EP now has a new requirement after they were constantly abused.

Few possible reasons, could be
1. Your employer not enough quota 2. MOM feels the role can be filled with locals instead. Low skilled office role harder to approve compared to high skilled office role (under EP) and low skilled 3D jobs (under WP) 3. Your qualitification is questionable in MOM’s POV |

Never understood how this pass works. Last time my friend salary lower than the EP requirement, but also managed to get EP instead of SP.
