Please be realisitic, budget RM2000 won't get you anywhere even at the used market. If you want decent camera setup that will differentiate you from other smartphone video, you need a minimum of RM4K (body + lenses). Even if I recommend you the super old Sony a6000 it will cost you around RM1800 at the used market and that's without any lenses.

But then again, the lenses are the one that makes the different. If you want to just stick to the kit lens, then the footage will be similar to your smart phone or worse, then what's the point ? If you insist at that budget, I would suggest you stick to your handphone. For that price, you can get a samsung galaxy note 20 ultra at shoppee used.

And NO, you don't NEED RM20K to have a decent setup. You just need about RM4K to 5K, which is very reasonable pricing even for an average person.

RM2k can't get 4k if you want at least ilc with lenses.

You really have to dig deep into the used market. Cause if you target at least m43 bodies that are less than RM1k, mostly only 1080p and max at 60p only. Then add a half decent lens like a 45mm f1.8 prime or 25mm f1.8 prime, that's another around RM1k. Bodies that you can get for less than RM1k in the m43 used market are like:

1. Olympus em5 1
2. Olympus em10 1
3. Olympus EPL5 or earlier

You can for sure find m43 setup less than RM2k but it is from the used market and must really dig deep.
