a simple https redirect also cannot do.. really fail lah whoever incharge of this website

its called HTTPS redirect.. or SSL redirect

if you type full URL manually of course no issue

but if you type only "padu.gov.my" in firefox, it wont be automatically redirect to https.. chrome no issue, got auto redirect

if you already have access before, sure lah no issue, your browser is keeping the cookies, even in incognito mode. try using a browser that never used to open padu.gov.my before..

if you already sign up, when you going to fill the eKYC details, it will show your current employer. that means some data from other agency already pre-filled.. sigh this is really mess up..
