Seriously don't know who approved or designed the registration proses.. I'm not in IT, and I'm IT noob also can detect the flaw in registration right away.

Maybe the best way is.. enforce the OTP must come from same owner or same household. If not, submit request with phone bill attached, and PADU staff will review.. yes, review millions of them. But not everyone use family plan. It's gonna be hassle, but at least registration is protected.

Or figure out an easier method before releasing PADU

People with 10k might buy cars, houses, get loans so that they can entitle for subsidy. Is that worth it? So much liability just to get subsidy?

Secondly, imagine you are not married and don't have kids now, you'll be less entitle for subsidy with salary of 10k. But someone married, have kids and salary 10k will be entitle for subsidy.

But gomen don't know you're not married and don't have kids yet cause you're trying to save up money.
