A scam email involving IWK

Never seen this before. IWK asking for payment, but did not provide details which property in arrears. Also send from some Gmail address. However did include a Jompay link.
Any idea? Attached thumbnail(s)

u reply tell them your account is frozen and u need 1k to unfreeze. tell him u got 100k in there and will give him half if he wire u the money
