Why Google allow domain renewed before payment?

Now it is a problem. Google renewed my domain (I cannot login to cancel auto-renewal) and no payment made.
It says next year won't be renewed. But then my account will owe Google the renewal fee.  Why does Google allow renewal before payment? They should do like Exabytes MY where failure to pay will result cancellation of domain. |

I did not pay for two years and Squarespace is still renewing my domain!!!!

Did you guys check whether you do agree (somehow somewhere in the registration process) with any of their TnC where you MUST renew the 2nd year with them if you register the 1st year with them at promotion price?
