Is there any law about salary increment in Malaysia?

I'm not getting salary review because they have this rule saying only those worked over 1 year is eligible.

You can always initiate conversation for market salary adjustment with your manager.
No harm in asking, right?

For the annual review, you typically receive a prorated adjustment if your tenure is less than one year.

It's fair because you're still an infant in the company.

Don't think it's against the law..

More like industry practice that over 1 year gets...
Less don't...

There are no laws that specifically says that companies have to even provide a salary increment. Note that there are a lot of roles/jobs out there that do not have an annual salary increment.

The current government has brought it up for debate and discussion.

Yes. I once joined a company that doesn't provide annual increment. Every year also got new staff join the company to replace old staff that left.

The managers have to train new staff and do handover from the old staff. The managers also leave the company after a few years.

Management don't care about this issue because they think the manager job is to train new staff and do handover from old staff and many other things too.

You should initialize the conversation of having salary increment
But at the same time be prepared to mention what you have/can bring on the table to raise their revenue to justify the salary increment.

Though usually if after a year with no increment nor bonuses despite you have believe contribute to meet their expectation... You should start looking out for other opportunity. Loyalty is overate these days.
