Banggala, Vietnamese, Myanmar came to work in Malaysia can speak Malay in just few month even with dialect a bit but can communicate quite well. It is not that some Chinese cannot speak at all, they just don't even want or try. Who cares about not fluent or upside down because those who speak English also many not speaking proper English also.

Many old Chinese taxi drivers who hardly have to speak Malay in Singapore can speak Malay so well even better than many Chinese in Malaysia. Some even sound like Malay laugh.gif

As long as you mix with Malay speaking people, you can surely talk because it is easy language. Same like those who work in company with majority Malay workers. laugh.gif

Malay or Chinese live in Indian communities normally able to speak Tamil laugh.gif

While I really feel sorry for people who have to deal with rude civil servants, I also feel that it is totally unacceptable that a person who wants a Malaysian passport can't even speak Malay. You are not giving a speech to the immigration staff, just asking simple questions and even this also cannot means how to know whether you are really a citizen or someone with fake documents?
Claimed to have studied in SG but English also berterabur can't understand what you are trying to convey.
Very difficult to have sympathy for such a person.
